October 9, 1999: 125th Anniversary of the Universal Postal Union (UPU)
The 'RP2' on the postmark is the designation of the Philately Section at the Central Post Office in Phnom Penh and is never used for officially issued FDC's by Cambodia.
No such FDC was ever issued by the Cambodian postal authorities.
